Continued Public Hearing of
October 20, 2004

        Chairman Philip Lindquist opened the continued public hearing for the Deer Hill Road Extension Definitive Subdivision and read communications from the Water Department, Highway Surveyor, Conservation Commission, and Land Planning, Inc., the Board’s review engineer for the subdivision.

        The October 18, 2004 memorandum from Water Superintendent Glen Doherty advised the Board that at the present time there is no approval for the water line to extend into the project for fire protection.

        The October 18, 2004 letter from Highway Surveyor Richard Harris expressed concerns with the distance between catch basins from station 3+75 on the Deer Hill Road plan and the proposed location of the catch basins at station 2+00 on the Deer Hill Road Extension plan.  The distance between the catch basins, he said, does not meet the requirements of the Planning Board rules and regulations Section 6, subsection 6.6. When the locations of the catch basins are corrected, he said, the basins at the stations down stream must also be addressed.  He also requested that the inspecting engineer check the pipe sizing of the truck line drainage from station 3+75 on the Deer Hill Road plan to the discharge point located at station 3+75 on Fawn Lane of the Deer Hill Road Extension Plan.  The proposed 12 inch pipe, he said, does not appear to be adequate to handle the flow of drainage water in a distance of 900 feet.

        The October 19, 2004 memorandum from the Conservation Commission noted that a Notice of Intent has been filed with the Commission for the development and that a Rare Animal Observation Form has been submitted to the Natural Heritage and Endangered Species Program of the Massachusetts Division of Fisheries and Wildlife because a Box Turtle was observed and documented at the site.

        The October 20, 2004 letter from Steven Wry of Land Planning, Inc., indicated that the subdivision plan with a October 4, 2004 revision date, an addendum to the Stormwater Management Report and Hydrologic-Hydraulic Analysis for the subdivision dated October 5, 2004, and soil observation logs by Merrill Associates, Inc. had been reviewed resulting in several minor concerns that were discussed with Merrill Associates at a meeting held on October 19, 2004.

        Additional revisions to the subdivision plan and drainage analysis that resulted from the engineers’ conference, Mr. Wry said, had been received by Land Planning earlier in the afternoon which did not allow sufficient time for a review of the new submittals to be completed.  He indicated the review should be completed and a report ready for submission to the Board by Friday, October 22, 2004.

        As Mr. Wry had not had sufficient time to review the revisions and the plans and the Board was being asked to approve plans that had not been distributed to other town boards for their comments, the Planning Board determined that the hearing should be continued.
